Community Based Indicators for Sustainable Fisheries Management in the Lower Mekong Basin of LAO PDR


The overall objective of the project is to develop an affordable and effective method of evaluating fisheries sustainability through community-based indicators.

  • Define indicators of sustainability using Participatory Research Methodologies with target communities.
  • Test the validity of local ecological knowledge and community-designed indicators against existing fisheries information.
  • Determine the relevance of indicators in other floodplain communities around the country.
  • Promote regional discussion of sustainable fisheries indicators and their application as management tools.

Research Theme Biological Uses and Values


Local government counterparts will be involved in each step of the process.

  • Review existing fisheries data for the Mekong region and conduct a literature review of the use of indicators as tools for natural resource management
  • Consultation with existing fisheries projects and government staff and will incorporate past experience in the region with global fisheries management concepts
  • Consultation with communities along the Xe Bang Hieng, a major tributary of the Mekong River in Savanakhet province, to discuss the health of local floodplain fisheries as perceived by fishermen and fish traders
  • Identify the type of floodplain habitat, flood characteristics (size, duration, timing) and fishery to begin to identify the factors affecting fish production
  • Test the validity of local ecological knowledge and the community-defined indicators against existing fisheries data
  • Field-testing will be conducted as collaboration between WWF, government staff and the local communities
  • Test the application of indicators in other communities for their effectiveness as management tools for other floodplains in the lower Mekong basin.
  • Conduct a workshop with government partners and the target communities to facilitate the discussion of sustainability indicators as useful management tools.
  • Presentation of paper concerning indicators of fisheries sustainability at the Large Rivers Symposium in Phnom Penh in February 2003.

Expected Outputs

  • Relevant indicators identified for sustainable fisheries management on floodplain communities around the country.
  • Government officials and other stakeholders are aware of the relevance of community-based indicators in fisheries management.
  • Feedback received from international scientists and decision makers concerning the project process and preliminary results.
